  2. 1. why don't some exercise their "right to vote"?-

-Here are some possible reasons: Some people feel their vote won’t count. Many people are too busy. Some Americans are not interested in voting or politics.
People who are ill or disabled can’t get to the polls. Illegal immigrants and ex-cons in certain states are not authorized to vote.
They don’t like any of the candidates.Alack of transportation. They might have forgotten or have the date/time wrong. The process might be too complicated.

    2. why is it that you can only vote with your party? (as in the ballot )

-In some races this is true and others it is not. For instance, you can usually only vote for your own party during the primaries (as they are an attempt to see which candidate is favored within the specific parties) while you can usually vote for either candidate during the general election (where the goal is to see which candidate is favored as a whole).

    3. why is that some officials are exempt from a recalls?

-I would say that one important reason for certain officials (say Supreme Court Justices) is so that they are not subject to the changing whims of the people. In other words, they can hold to their own ideals without fear of retaliation by a majority who may not agree with them.
